If this card is Normal or Special Summoned: You can target 1 Level 8 or lower Machine monster in your GY; Special Summon it in Defense Position, and if you do, it becomes Level 9, but negate its effects. You can only use this effect of "Arcjet Lightcrafter" once per turn. You cannot Special Summon monsters from the Extra Deck, except Machine Xyz Monsters.
